Voicemail feels free. It is the most expensive line item most small businesses never see on an invoice.

The cost of voicemail is not the line item, it is the callers who do not leave a message and the ones who do but have already called somebody else by the time you listen.
Message-leaving rates on inbound business calls have been falling for years. A caller with a problem and a phone will usually just dial the next result rather than wait for a callback that might come tomorrow.
Research on inbound lead response found that contacting a new lead within five minutes rather than thirty makes them dramatically more likely to qualify, and the odds keep collapsing the longer you wait. (Lead Response Management study; Harvard Business Review, “The Short Life of Online Sales Leads.”)
Voicemail guarantees you lose that window. Even a fast callback is measured in hours, not minutes.
If your callers are almost entirely existing customers with non-urgent requests, and they know you well enough to wait, voicemail costs you very little. Plenty of businesses are in that position and should not buy anything.
If a meaningful share of your inbound calls are new customers deciding between you and someone else, voicemail is the single most expensive thing on your phone system.
